ROSEVILLE, Placer County — November 3, 2026. Anne Carpenter led the City Council contest in Roseville District 2, while Rick Bartee led in District 4, according to Tuesday night’s preliminary tally. The two contests are geographically separate districts and have their own electorates.

District 2

Anne Carpenter had 2,621 votes (61.69%) and David Nelson had 1,607 (37.82%) in the first count. The difference between the named candidates was 1,014 votes.

District 4

Rick Bartee received 4,970 votes (71.47%) while Michael Dean Franks had 1,968 (28.3%). The county results also recorded a small number of write-ins. The differences in district vote totals should not be used to infer voter participation in areas outside each seat’s boundaries.

Why these results matter locally

Roseville Council decisions shape city finances, neighborhood services, parks, utilities and development. In growing communities, district representation can affect infrastructure priorities and local planning debates.

These figures were published in the Placer County local-election roundup updated at 10:40 p.m. November 3. Placer County Elections explicitly identifies the released election results as preliminary, and additional ballot updates are scheduled throughout the canvass. No winner has been declared officially by this article.
